This Toolkit is intended to guide youth correctional administrators and their directors of institutions and secure facilities in changing cultures that rely on isolation as a behavior management tool. The Toolkit was inspired by a panel presentation at the 2014 Leadership Institute Meeting in Chicago that included CEOs from Illinois, Indiana, Massachusetts and Oregon, moderated by Office of Juvenile Justice and Delinquency Prevention (OJJDP) Administrator Robert Listenbee. Current best practices and ideas for replication emerged from breakout groups that included over 40 youth corrections leaders and a lively roundtable discussion that closed the meeting.
