The purpose of this document by the American Friends Service Committee (AFSC) is to critically analyze the ethnic distribution in maximum security units within the Arizona Department of Corrections (ADC). As Arizona was poised to build 500 new maximum-security prison beds, it is vital to understand who exactly is placed in such damaging conditions. This paper specifically addresses ethnicity and race in the state’s maximum-security units, to compliment previous critiques of the use of supermax prisons and long-term isolation.
